Teams abusing the Rooney Rule

The Rooney Rule is a farce and should be changed by the NFL. The Rooney Rule forces NFL teams to interview a minority candidate before hiring a new head coach. But what some teams do such as the Redskins and Seahawks recently, is simply interview somebody to comply but already knowing they won’ t be hired.
Leslie Frazier, Jerry Gray and Ron Rivera among others interview for jobs they have no chance of getting. It does get these minority coaches name’s out there and gives them some interview experience but does not help them get a head coaching job.
The hope is that minority coaching candidates will wow a NFL team owner so much in the interview that they will be hired. The truth is that teams often have a coach in mind before complying with the Rooney Rule. This puts minority coaches in the embarrassing position of being tokens.
I do like the Rooney Rule for calling attention to minority coaching candidates but it also tries to get NFL owners to hire somebody they are not interested in. I think it must be tweaked somehow but have no idea how to fix it so it would be perfect.
