Were the Browns Brought Back to be a Punching Bag?

Is it just me or do the Cleveland Browns seem to be nothing more than a punching bag for about every team in the league? The exception is Buffalo. Only two winning seasons and it shows that there is a bunch of guys who really don't care. They don't have enough talent to even be a .500 team. You can bring in any coach with this mess and they would all fail.
After the Browns lack of effort against the Packers, it really does show that they are nothing more than a punching bag. If I had to compare it to wrestling, it's like being a jobber and used to make others look better. It seems that the Browns have become just that. I cannot be the only one to have observed this.
The drafting has been horrible. We don't know about the '09 draft for sure. I do know this, they have been failures at it. They don't have too much of anything except a bunch of players who are quitting on the team. That's all it looks like as well as being a punching bag. It is as if they have accepted the role that they are going to let other teams roll over them with ease.
This next game, they will be crushed. The Bears are going to beat them. How can anyone have confidence that Cleveland can win? They're going to do what they've been doing since 1999, be a punching bag to another team.
